I believe the problem is a linux file permission problem. To install eclipse, I followed instructions from an Ubuntu forum. I untarred eclipse, moved it to /opt/eclipse/., and created a symbolic link to /usr/local/bin. I noticed that features that I installed were placed in a subdirectory of my home directory ~/.eclipse, not the same path of my eclipse installation. I do not know if this is a problem with Juno SR2 or the Toad Ext feature. I don't care if my eclipse installation is usable by others because no one else has a login or use of my Ubuntu machine. I untarred eclipse to my home directory, ran it, installed Toad, restarted and Toad works fine and is listed in the perspectives. This is good enough for me.
